Ein Kernelement des aktuell laufenden EU ko-finanzierten Projektes CHAIN (Sept. 2020 – Aug. 2022), das sich der Prävention von weiblicher Genitalverstümmelung (female genital mutilation, FGM) und Früh- und Zwangsverheiratung (early and forced marriage, EFM), zwei Formen geschlechtsspezifischer Gewalt widmet, ist das Awareness-Raising und die Advocacy Arbeit auf EU-Ebene.

Dazu organisierte unsere Partnerorganisation End FGM EU am 18. März 2022 online ein bilaterales Advocacy Treffen zwischen den zwei TDF - Community TrainerInnen Habiba Al Hinai und Muhammed Lamin Jadama und Maria Noichl, Mitglied des Europäischen Parlaments und Koordinatorin des Ausschusses für die Rechte der Frau und die Gleichstellung der Geschlechter (FEMM) der S&D Fraktion.

Nach einer kurzen Vorstellung des Projekts durch die Projektkoordinatorin Adèle Bessoule (TDF) hatten die beiden Community AktivistInnen des CHAIN Projektes die Möglichkeit, über ihre Erfahrung mit Sensibilisierungsmaßnahmen in betroffenen Communitys zu sprechen und Forderungen zu formulieren, wie die Politik helfen kann, existierende Schwierigkeiten im Kampf gegen diese schädlichen Praktiken zu überwinden. Unter anderem betonte Habiba Al Hinai besonders eine Berücksichtigung des globalen Ausmaßes dieser Praktiken und die Bedeutung der Sensibilisierungsarbeit innerhalb der Communitys als Schlüsselmomente. In diesem Zusammenhang appellierte sie an MdEP Maria Noichl, die Stimme der Diaspora-Communitys sowie derjenigen Organisationen, die diese vertreten, stärker in die Planung von Programmen, Politik, Aktivitäten und Maßnahmen einzubeziehen, um ihre Akzeptanz und damit ihren Erfolg zu steigern. Während Muhammed Lamin Jadama auch betonte, wie wichtig es ist, auch die männlichen Mitglieder der Communitys in den Diskus mit einzubeziehen und sie über geschlechtsspezifische Gewalt, insbesondere über FGM und EFM, zu sensibilisieren. Diese sind ebenfalls Schlüsselfiguren, um dem sozialen Druck und einer Tabuisierung der beiden Gewaltformen entgegenzuwirken.

Gemeinsam diskutierten die Teilnehmenden, wie sich politische EntscheidungsträgerInnen der EU zukünftig an der Bekämpfung von FGM und EFM beteiligen könnten. Mit dem am 8. März 2022 veröffentlichten einen Richtlinie-Entwurf gegen geschlechtsspezifische Gewalt werden dazu hoffentlich in naher Zukunft ehrgeizige und verbindliche Maßnahmen zur Beendigung geschlechtsspezifischer Formen von Gewalt in die EU getroffen.

CHAIN gives community activists a voice at EU level - Advocacy Meeting with MEP Maria Noichl

A core element of the current EU co-funded project CHAIN (Sept. 2020 - Aug. 2022), which aims to prevent the two forms of gender-based violence - female genital mutilation (FGM) and early and forced marriage (EFM), is awareness-raising and advocacy work. For this purpose, our project partner End FGM EU organized a bilateral advocacy meeting online on the 18^th of March 2022 with two TDF-Community Trainers Habiba Al Hinai and Muhammed Lamin Jadama and Maria Noichl, Member of the European Parliament and Coordinator of the Committee on Women's Rights and Gender Equality (FEMM) for the S&D Group.

After a short presentation of the CHAIN project by the project coordinator Adèle Bessoule (TDF), the meeting provided the opportunity for the two community activists to come together to address the preconceived ideas and stereotypes that are associated with both harmful practices, as well as discussing the challenges community members face in engaging in crucial political and policy processes, to end FGM and EFM. Among others, Habiba Al Hinai particularly emphasized the importance of highlighting FGM and EFM as a global and European issue. Despite a growing global recognition of FGM and EFM as a form of gender-based violence, both practices are still not understood by the general public in Europe. As a result, there are many preconceived ideas about both harmful practices, which often stigmatise affected communities. Habiba Al Hanai also stressed the importance of raising awareness within the communities as key factors. In this context, she urged to meaningfully engage with community representatives and grassroots organisations representing them, in the planning of programs, policies, activities and actions to increase their acceptance and thus their success. While Muhammed Lamin Jadama also emphazised the role of men in the elimination of FGM and EFM and the need as men to engage more within their communities to strive for gender equality in order to bring sustainable change in our societies. With this statement, Muhammed Lamin Jadama emphazised than men overall are still far too rarely involved in projects against gender-based violence. He is convinced that if men work together with women to address issues such as FGM and EFM, sustainable change is possible.

An exchange between the participants took place on how EU policymakers could engage in the fight against FGM and EFM moving forward. The new proposal of the European Commission on combating violence against women and domestic violence published on the 8^th of March 2022, is a unique opportunity to take ambitious and binding actions towards ending gender-based violence in the EU.
